The Polish Armed Forces have started a new long-term development plan that will shape the country’s military until 2039. This strategy focuses on increasing troop numbers, modernizing equipment, and improving readiness in response to changing security threats in Europe.

Why the Plan Matters

First, the plan updates a 15-year framework that Poland adopted in 2019. Since then, the security situation has changed significantly. As a result, military planners adjusted the strategy to reflect Russia’s aggressive actions and lessons learned from the war in Ukraine. Planned Growth of the Armed Forces

Under the plan, Poland aims to expand its military to 500,000 soldiers by 2039. This total will include:

Seven Key Areas of Change

Second, the Armed Forces will expand multidomain operations, allowing forces to operate more effectively on land, in the air, at sea, in cyberspace, and in space.
Third, the military will build a strong reserve system to support active forces and improve national resilience.
Fourth, Poland will strengthen missile, air, and counter-drone defenses, which will help prevent attacks rather than only respond to them.
Fifth, the plan calls for the wide use of unmanned and autonomous systems, including drones.
Sixth, the Armed Forces will improve air superiority and precision strike capabilities, allowing for accurate strikes at greater distances.
Finally, Poland will introduce artificial intelligence to support planning, analysis, and command decisions.

Together, these steps aim to shift Poland’s deterrence strategy toward the ability to strike key enemy targets quickly and accurately if needed.

Strategic and Legal Foundations

The development plan is based on two classified state documents. One document defines the main directions for military development and defense preparation and received approval from the President of Poland. The second document focuses on reconstruction and technical modernization and was approved by the Council of Ministers on December 11, 2024. The Armed Forces Development Program itself entered into force at the end of December 2025.
