NATO Secretary General Mark Rutte has said Russia’s latest attack on Ukraine proves that Moscow does not seek real peace.
He made the statement during a speech to Ukraine’s parliament on Tuesday, February 3, 2026.

Russia Attacks Despite Ongoing Talks
Rutte referred to ongoing talks involving the United States, Russia, and Ukraine. According to him, some progress has taken place in the negotiation process.
However, he said Russia continues to launch attacks. As a result, he believes Moscow is not serious about reaching peace.
NATO Vows Continued Support for Ukraine
The NATO chief said Western allies will continue to pressure Russia. He also stressed that NATO will maintain strong support for Ukraine.
Rutte added that Ukraine and its partners do not want a repeat of past agreements that failed to protect the country. He mentioned the Budapest Memorandum and the Minsk agreements as examples.
Ukraine Security Linked to NATO
Rutte emphasized that NATO stands with Ukraine for the long term. According to him, Ukraine’s security directly affects NATO’s security.
For this reason, he said the alliance will remain committed to defending Ukraine.
Air Defence Support Highlighted
During his speech, Rutte revealed that about 90 percent of the missiles used for Ukraine’s air defence came through the PURL programme.
The programme allows NATO allies to purchase United States weapons for Ukraine at their own expense.
Rutte Visits Kyiv During Attack
Rutte arrived in Kyiv on the morning of February 3. Reports indicate that he crossed into Ukraine while the Russian attack was still ongoing.
Later, President Volodymyr Zelenskyy shared a video from Independence Square in Kyiv. In the video, both leaders honored fallen Ukrainian soldiers.
Ukraine Reacts to Attack
Following the overnight attack, Ukraine’s foreign minister described it as proof that the Russian leadership is not committed to negotiations.
The minister said the attack also showed disregard for promises made during diplomatic discussions.
