NMDPRA report: Petrol consumption hits 63.7m litres/day, diesel dips

The Nigerian Midstream and Downstream Petroleum Regulatory Authority has released its December 2025 factsheet. The report shows a strong rise in petrol supply and consumption across Nigeria.

Premium Motor Spirit supply increased to 74.2 million litres per day in December 2025. This was higher than the 71.5 million litres per day recorded in November. Petrol consumption also rose sharply. It reached 63.7 million litres per day, up from 52.9 million litres per day in the previous month.

Dangote Refinery Records Higher Output

The Dangote Refinery recorded improved performance in December. The refinery reached a peak capacity utilization of 71 percent during the month.

Its domestic petrol supply increased significantly. Output rose from 19.47 million litres per day in November to 32.012 million litres per day in December. This figure was still below the planned target of 50 million litres per day.

Diesel Supply Declines Despite Higher Demand

Diesel supply declined during the period. Automotive Gas Oil supply fell to 17.9 million litres per day in December. This was down from 20.4 million litres per day in November.

However, diesel consumption increased. Daily usage rose to 16.4 million litres per day, compared to 15.4 million litres per day in the previous month.

LPG and Aviation Fuel Performance

Liquefied Petroleum Gas supply recorded a slight increase. Domestic supply rose to 5.2 metric tonnes per day in December. In November, it stood at 5.0 metric tonnes per day.

Aviation Turbine Kerosene consumption averaged 2.7 million litres per day. This was slightly below the national benchmark.

State Refineries Remain Closed

All government owned refineries recorded zero production in December. The Port Harcourt Refinery remained shut throughout the month.

Evacuation of previously produced diesel averaged 0.247 million litres per day. The Warri and Kaduna refineries also remained non operational.

Modular Refineries Improve Contribution

Modular refineries continued to supply diesel to the domestic market. Waltersmith Refinery Train 2 completed pre commissioning activities. Hydrocarbon introduction is expected in January 2026. The refinery averaged 63.24 percent capacity utilization and supplied 0.051 million litres per day.

Edo Refinery recorded 85.43 percent utilization. It supplied 0.052 million litres per day. ARADEL averaged 53.89 percent utilization with 0.289 million litres per day.

Total diesel supply from modular refineries averaged 0.392 million litres per day. Other products included naphtha, fuel oil, heavy hydrocarbon kerosene, and marine diesel oil.

Benchmarks Compared With Actual Consumption

Nigeria’s daily fuel benchmarks for 2025 set petrol at 50 million litres per day. Diesel was set at 14 million litres per day. Aviation fuel was pegged at 3 million litres per day. Cooking gas was set at 3,900 metric tonnes per day.

Actual consumption exceeded several targets. Petrol usage reached 63.7 million litres per day. Diesel consumption stood at 16.4 million litres per day. Aviation fuel averaged 2.7 million litres per day. Cooking gas consumption rose to 4,380 metric tonnes per day.
